Safety campaign for Bolt that turned scooter driving lessons into a cultural movement through humor, tests, branded “licenses,” and a real-world training event called “The Unoffenders School.”

When Bolt scooters first appeared on the streets of Kyiv, the city received a fast, convenient, and affordable new form of transportation. But along with convenience came new problems. Over the years, hundreds of scooter-related accidents were recorded in Ukraine, and the number kept growing. The core issue was simple: people didn’t perceive scooters as real vehicles.
Bolt decided to take responsibility as the market leader. We asked ourselves: if people need to pass exams to drive cars or motorcycles, why should scooters be different?
That question became the foundation of “The Unoffenders School” — a public event where anyone could learn how to ride a scooter safely, pass a driving test, and receive a symbolic scooter license.
To promote the initiative, we created a series of humorous videos explaining why you shouldn’t ride with two people, park on sidewalks, or drive under the influence. Instead of boring educational content, we used humor people would actually remember.
Participants who completed the training received free rides, branded merchandise, and personalized licenses with their photos. As a result, hundreds of people learned safety rules in an engaging way, and responsible scooter riding became part of urban culture rather than just another traffic regulation campaign.
