I tried to find out,maybe the concept it's from the Italian logo for the Expo

This game is called "Shangai" in Italy.

In Italy - and I guess only there - Mikado is called "Shanghai".
Who did this was unaware of the fact that the game is actually European by origin, and that in the rest of the western world is known with another name that, ironically, refers to the Japanese emperor, rather than anything Chinese.
