The TVC animation is very nice and I enjoyed watching it; now for the creative, true it gives you the feel of mid 90s; however, if you check the overall campaign, it has this look and feel; so it's not the TVC itself, it's the campaign theme as you can notice from the portal.

Apparently, and as Olympics state on their portal, "Continuing on the theme of The Best of Us, the graphics for the 2009-2010 campaign portray the values of Excellence, Friendship and Respect. The graphics were created in a collage-style, with each graphic element cut out of paper and then photographed" (if you remember the previous TVC for the Olympics, the animated one, where 5 athletes joined the world together by pulling the ropes)
