Can anybody explain what are the color bars doing upstairs?

They look like printer markings but than there are no crop marks, so I left them in. Do you think I should've cropped them out?
It makes no difference to the likes of me, its the ideas I dig.

Notice that the colour bars are positioned right above the logo, maybe it's got something to do with the logo.
