Well, Sharpies aren't really sold in the Netherlands - so for me it's very cryptic. I suppose they're dressed up, but halloween? Meh.
At first glance I thought they are trying to achieve something like this:

It could have been better.
To spoil the so-called hidden message: in halloween, the usual suspects for costume choice (before the popularity of cosplay) were horrific creatures such as ghosts, witches, zombies, etc. I think what the ad is trying to show here is that not only are the sharpie markers trying to dress up as different pens (for the halloween theme), but they are also trying to frame these other pens as horrific or ugly (compared to sharpie) by choosing to dress up as them for halloween.
