I'm not a big fan of the art direction, or the art. But the idea actually appeals to me. No nagging about deseases and such. Just the hands & just the warning. Nicely worked into a concept. Not bad!

What is it guys that you don't like about the art direction? I personally love it. I like the choice of vivid colors, which demand your immediate attention. And yes hand painting has been done before.
The message, it's the message (or what message?). Who cares about the art if the message is not going through. Beside, kids don't get scared my monsters, they love them. Parents are scared..,.
Kids are not scared by monsters, they love them? That's debatable.. Also, why are you mentioning just kids? Is this ad targeting just kids or people in general?
I get why they chose to use hand painting for this ad.. Because bacteria do stick to hands. So using hand painting is one creative way to demonstrate that. I've seen other "hand painted" ads where there was no connection whatsoever between the product being advertised and the art of hand painting.
Typography is a disaster. Overhang your punctuation for a start.
Unlike the 'exciting and clever' ideas this one works asimply to get a simple message across....
