I like the idea.

For me, the barrier of rocks more readily brought to mind the challenge of getting to the house, than does the water.

Is it just people's houses that this campaign is relevant to, or other buildings?

If other buildings, I'd look at alternatives for buildings to put on the rock. If it was a building with a specific utility, something I know the purpose of and have a reason to go to, then it might trigger more "need to get there" thoughts. Eg. Post Office (though post offices are probably accessible, so that might not be the best option).
