It doesn't make any sense, because cancer doesn't kill anything faster than an eagle or a shark.

I think they were trying to visualize the " The fight against tobacco abuse. " If I'm not wrong, they were probably using the English proverb, "In unity there is strength."
I do agree with the other comments. Visual is good, but doesn't go along with the copy, "Cancer kills faster." If, it was just the "Fight against tobacco," the campaign might have been better. Just my opinion.
