Not conceptual. It needs something that isn't so linear. Like for an energy drink like Powerade, this would work. Even for a Nike Shox basketball shoe this would work. But otherwise, this is pretty lazy.

it reminds you the YMCA is a good place to play basketball. it's very simple ...as billboards should be. clever use of media. nice.

It does need a headline. Minimalism is good but some kind of message you should express. "Basketball" is not a message. "The league with/for the best athletes" (who jumps the highest) or something... then it will make all sense.
