Why do you think it's inspired? I saw the one for pollution..i mean, who could see that strow in a sewer under a bridge. ( http://www.advertolog.com/paedia/prints/2007/10/3/193812/show/ )
Campaign like this should be in full view, to be consider communication campaign.
Also about "you don't want to drink that.. do you?".. water in the fountain is clear and transparent: and you? would you like to go in a sewer to see a campaign?
