Correct me if im wrong but i think the concept is that the fishing equipment is the best and most appropriate at what it does best (catching fish)

In this particular instance the fake fish is so realistic that the cats think its a real fish.

So in turn if they (the brand) can fool cats into thinking it's a real fish, remembering in the cliche world that cats absolutely love fish, then their fake fish can attract a real fish the best.

the idea was supposed to be "the equipment is so good, even cats know if it's on the billboard, soon there'll be some fish there too"
which in my humble opinion is still so complicated I don't wish I had come up with it.

It is you who is wrong.

Why would there be fish around the billboard? There wouldn't.

And what this ad is failing to do is clag two ideas together; 1 that cats like fish and therefore like this manufacturer of equipment, and 2 that if you use it you will catch alot of fish, and hence cats.

this was a board placed in minnesota right before open season last spring. it started as just a lure, and as time went by, cats were added to the board. i love it, & i'm sure their target (fisherman itchin' to get out on the lakes) did too.

Where it fails is that cats would hang around the user of the equipment, not the picture of it on the billboard.

If the billboard pumped out fish fumes and actually attracted real cats, that would be ace. Although thats been done for dog food.

Just to re-cap im not an account man or the creative who actually thought of this ad, even though i would of liked to. If you work in advertising in London you know how difficult it is to get clients to do anything daring or expensive, especially for a fishing brand.
