especially when the CWs didn't come up with better lines than this.

are these deliberately trying to look like The Economist ads? If so, why? Where is the connection? If not, what the hell? Either way, the lines are pretty bad.

I think the lines are SUPPOSED to be bad, they're advertising a government program whose mission it is to improve English standards. With that in mind, the lines are intentionally poor.

They are shamelessly treading on The Economist formula, to the Economist audience (business executives) and that alone is enough to make them poor knock offs, in my opinion.
