That second line is a painful example of over-explaining your joke.

They might as well have said, "The perfect night to commit a crime. Every cop in the city will be there, which means there will be nobody around to arrest you ... because they will be at the ball. So the timing is ideal to break the law."

So something called 'Crime Stoppers' is making a joke about how it's okay to commit a crime, the very thing they're trying to stop, to promote a fund raising gala to help them stop crime?
