I think that these ads are terrible. Maybe I am being naive, but these ads would have been more appropriate back in the 19th century but not these days. And if it is true for our current times then shame on everyone. Is racism still really that rife!! Anywayhe looks more like a paramedic than a road worker.

I think some of your are over analyzing the campaign.
As a graphic designer I feel the concept is solid.
The message is clear and the photography and art direction are well executed, in order for the viewer to understand the ad right away.
