Yes but is this add specific to a US Citizen sending packages to Poland or meant to be a bigger target? I like them in general but feel many will not get it or care. I can see this working very well though in specific US markets with a large Polish community. (which is what I assume these are for?)

Do some detective work. The "add" was made in Poland. It says so right next to it. It's obviously targeting Polish people.
